Despite no opposition parties, why rampant violence, deaths in UP polls?

The second phase of UP elections, held in 835 union parishads, has yet again been marred by violence, disruptions, and even deaths.

What was the situation in different polling centres? There were no big opposition political parties like the BNP. Despite this, why is the EC and the government still failing to keep the situation under control?
